Impact Evaluation Of The National Plan For Community Policing In Quadrants

STUDY OBJECTIVE

This is an evaluation of the National Plan for Community Policing by Quadrants implemented by the National Police of Colombia in 8 large cities of Colombia. This new plan is a managerial reform that requires that patrolling officers and their commanders are able to plan for and prevent crime and that seeks to optimize policing services. This optimization is done by dividing the city into quadrants to which patrol police are assigned. Police assigned to a quadrant are required to stay there for two years in order to generate trust.

EXPERIMENTAL INTERVENTION

The National Plan for Community Policing by Quadrants compares quadrants that received training with those that did not in order to estimate effects on crime rates, understanding how well it was implemented.

MAIN RESULTS

The process evaluation found that: 1) The level of implementation of the program reached 70% in all 8 cities and that 79% of police involved in the program have direct contact with citizens in the quadrants. However, compliance with the program was not as high in regards to implementing activities that require cooperation of other institutions, like city halls. 2) The plan caused a reduction in the rates of certain crimes per 100,000 people. These results are estimated by comparing the crime rates of the stations that received training with those that did not. This reduction in crime in the quadrants owes itself to the use of new management tools on the part of the Police.
