This is a panel study that evaluated a program called Communities that Care (CTC), a prevention system designed to reduce levels of teen delinquency. The program helps communities come together to address teen behavior problems. The program has been rated promising.
Treated communities received the Communities that Care (CTC) program. Matched pairs were created based on observable characteristics and then randomly assigned to treatment or control. The treatment, CTC, included training events and guides for community leaders and groups. The program encouraged the creation of a community prevention board.
Control communities received no assistance for collective action.
There was no significant change in terms of risk factors or drug use among the treated groups. There was a significant drop in the initiation of delinquent behavior.
