The researchers implemented a field experiment to understand how communities can be shifted away parochial, clientelistic politics and to increase reporting of electoral malfeasance.
Treated villages received a civic education and town-hall workshops directed by an NGO over nine months and/or a security intervention in which community representatives were brought into monthly exchanges with UN peacekeepers.
Control villages did not receive the interventions.
The civic education and townhall workshops increased enthusiasm for electoral participation, produced a coordinated shift away from parochial politics, and increased willingness to report on electoral manipulation.
